Il Secondo rapporto sull'ictus è focalizzato sulle problematiche della disabilità postevento acuto e sulle procedure di riabilitazione dirette al recupero delle funzioni perdute o compromesse. Ogni anno in Italia si verificano circa 200.000 episodi di ictus e come conseguenza circa 60.000 pazienti devono vivere con una disabilità che limita fortemente la possibilità di svolgere le normali attività quotidiane. Questi pazienti disabili si aggiungono a quelli che sono sopravvissuti a un ictus negli anni precedenti.
